Whisk the dry ingredients together in a bowl. Blend the butter (1inch bits) into the dry ingredients, being careful not to overwork the mix. The butter should be in pea-size chunks, not too big but not all mixed in. Slowly add the ice water and mix together with hand to dough, divide into two and chill
