First, place the ground beef in a bowl. Add 1 grated onion, parsley, black pepper, kofta seasoning, mixed spices, and salt. Mix well until combined.

In a pot, heat oil over medium heat. Add the remaining onion (chopped) and garlic, and sauté until softened. Add the chopped tomatoes and tomato sauce, then season with salt, black pepper, and mixed spices. Cook for about 5 minutes to blend the flavors.

Lightly grease a baking dish with oil. Arrange the potato slices in the dish, alternating with round patties of the kofta mixture, so they are layered in a pattern.

Pour the prepared tomato mixture over the potatoes and kofta. Cover the dish with aluminum foil and bake in the oven until fully cooked.
