step 1: Cook finally chopped onion and
beef in a frying pan and season
with black pepper, cinnamon and
allspice, when meat is done and
dry add salt to taste .
step 2: Cook macaroni in lots of boiling
well salted water till done and
drain, rinse under running tap
water and leave aside.
step 3 : Prepare sauce by melting butter in
a pot, add the flour and stir
together for a couple of minutes to
cook the flour. Add warm milk a
little at a time and stir in well
after each addition to get a
smooth sauce and season with salt,
white pepper and nutmeg,
continue stirring sauce on medium
low heat till it bubbles and
thickens. You are aiming for a
fairly thick sauce.
step 4 : Put half the macaroni in an oven
dish and mix with a ladle of sauce
and spread on the base of the
dish, mix the minced beef with the
passata if using and use to top
the pasta layer.
Mix the rest of the pasta with a
little sauce and spread over the
meat, pour the rest of the sauce
on top of the pasta and level all
