Combine dry spices in a small bowl

Place 3 tbsp olive oil in bottom of tagine, then add 1 tsp of spice mix and the garlic.

Layer in carrots and onion, the sprinkle one tsp of dried spice mix on top

Add beef, then 2 tsp of spice mix.

Layer potatoes, garbanzo beans, raisins and tomatoes (with juice) in tagine, then cover with remainder of spices.

Add vegetable broth. Drizzle remaining olive oil on top. Then place the whole bunch of cilantro on top.

Cook tagine on low heat on stovetop or in oven at 325°F for 3 1/2 hours. Remove cilantro before serving. Serve with couscous.
