Heat oil in large skillet over med-high heat. Season steak w salt and pepper. Add streak to pan, and cook 5 mins on each side. Let steak stand 5 mins. Cut into thin slices.

Add garlic and shallot to pan, saute 1-2 min until golden brown. Add vinegar, cook 1-2 min, until liquid almost evaporates. Add tomatoes, basil, green onions, and a little pepper. Cook 2 mins, until tomatoes soften, stir occasionally. Serve tomato mixture over sliced steak.
