Clean dhal until water runs clear.

Soak dhal for 25 minutes.

Add dhal to 4 cups of water with salt, chili powder, and turmeric.

Cook on medium heat for 30 minutes. Add more water if not creamy.

Separately, heat oil and garlic and cumin seeds for 1-2 minutes, until fragrant.

Add bikhar (garlic and cumin oil) to dhal and simmer for another 10 minutes.

Off the heat, add chilies, garam masala, and cilantro.
