In a skillet, heat oil and sauté all the vegetables until golden. Transfer them to paper towels to absorb excess oil.

In a bowl, combine the ground beef, parsley, spices, and salt. Shape the mixture into small balls.

In the same skillet, add a little oil and brown the kofta balls lightly. Set aside.

In the same skillet, sauté the onion slices over heat until golden brown. Add them to the vegetables, then add the almonds.

To make the béchamel, place a pot over medium heat and add the butter and flour, stirring until combined. Gradually add the milk, stirring until the sauce thickens slightly.

In a baking dish, layer the vegetables first. Add the kofta balls on top, then pour the béchamel sauce over everything. Bake in the oven, top and bottom heat, until golden brown.
