Take suji and 1/4 oil mix it very well and make a soft dough with water keep it for 15 minutes.

After 15 minutes take the dough and mash it very well and make it smooth dough.

Keep a pan on fire add oil for frying pani puri, Now make small small balls and roll it thick like puri, fry in hot oil and then reduce oil on medium flame fry it in brown color and remove them out let it cool down.
