Take the all purpose flour, rice flour and salt in a bowl.pour the oil on the flours.rub the oil with the flours, with your fingertips to form a bread crumb like texture.
then add water in parts and begin to knead. the amount of water needed will depend on the quality and texture of the flour.
knead the dough till firm. cover the dough with a moist cloth and keep aside for 30 minutes. - 2
Heat a pan take 1 tbsp oil,add green chilli,hing & curry leave stir it then add onion saute until onion begins to soften and become s transparent.now add paste stir it 30 seconds,after 30 sec add paneer,pea,salt black pepper,chill,saute it 5 to 8 min in medium flame.

Heat the steamer after the resting time of the dough, knead the dough once again and divide it into equal portions. Roll into a smooth ball and flatten it between your palms.
Work with one flatten disc at a time.Roll into a 4 inch diameter circle using rolling pin and rolling board. - 4
Put about a tablespoon stuffing in the center.
Apply little water around the edges using your finger or you can use brush.
Fold it into half circle. Seal the edges by pressing it. - 5
Place your dumplings onto the parchment in the steamer leaving a little space between each dumpling so they don’t get stuck together and cook with a rapid steam for 6-10 minutes, or until center is thoroughly heated and wrappers are puffed and slightly translucent. Best if served right away.

Serve with it red sauce.
