Steps

Take a bowl,put besan with all the ingredients & mix well

Add water & make a batter which should not betoo sticky or watery,keep aside for 20 min

Heat oil in a pan,with the help of spoon put one drop of batter in it on a low flame & do same with leftover batter till they become golden brown.

Transfer the bhalla in a bowl & put some water in it & soak for 5 min

For yoghurt grind it in a mixie with 2 cup of milk,salt,crushed & roasted black cumin seefs

Arrange them in a seving bowl covered with yughurt

Take the bhalla from the water & squeeze them

Take a pan pour 1 tsp of oil in it,when it got hot add green chillies,cumin seeds & dry red chillies,when they becomes brown in colour,spread them on yoghurt

Garnish with Coriander leaves
