Soak the bulgur with boiling water and salt for 2 hours.

After 2 hours, add the flour and spices.

Knead until you have a soft dough.

Prepare the filling by sautéing the ground beef with onions, sweet spice mix, and salt.

Grease a baking dish with oil. Divide the dough in half. Press the first half into the bottom of the dish, then spread the filling on top.

Add the second layer of dough on top and garnish.

Drizzle oil over the top and bake in the oven until golden brown.
