These cup cakes are so nice and soft. You don’t need condensed milk.
Steps

Pre-heat the oven to 160°C.
In a bowl whisk sieve flour, milk powder, baking powder, salt, sugar and corn flour. Mix well and keep aside. - 2
In another bowl add milk and vinegar and leave aside for 10 minutes. With a hand whisk, whisk the vinegar and milk for a minute.
Pour the milk and vinegar mixture, vanilla and oil into the flour mix and mix until smooth batter. - 3
In a lined cupcake tray pour the mixture just above 1/2 way. Use ice cream scoop so you can have same quantity in each case.
Bake in the preheated over for 15 to 20 minutes or until a tooth pick comes out clean.
Please keep checking after 15 minutes or the cakes will be overcooked and can become hard on top.
