This is a very popular dessert of North Bengal .It's a variation of rice kheer only coarsely ground rice flour is used in this preparation.
Steps

Soak rice for 1 hour and grind coarsely till it gets a suji like texture.Set aside.Boil milk in a non stick boiler or pan.Soak saffron in warm milk and set aside.

Add crushed khowa to the boiling milk and continue stirring.Add the ground rice and stir constantly so that lumps are not formed.When the rice is fully cooked, add the sugar.Stir till sugar dissolves.Now add saffron,and stir till the phirni is thick.Add powdered cardamoms and rose water.

Garnish with blanched and chopped almonds, pistachios,cashewnuts and raisins. Serve chilled preferably in earthen pots.
