Rinse the beef and cut it into cubes about 3/4 inch (1.5–2 cm) in size. Marinate with 2 teaspoons seasoning powder, 1/2 tablespoon soy sauce, 1 tablespoon garlic water, and 1/2 tablespoon vegetable oil.

Cut the bell peppers, onion, and tomato into bite-sized cubes about 3/4 inch (2 cm). Sauté some garlic with a little oil in a pan until fragrant, then add the vegetables and stir-fry until just cooked. Transfer the vegetables to a plate.

Add the remaining garlic and black pepper to the pan and sauté until fragrant. Add the beef and stir-fry quickly over high heat until the beef is seared. Add 1 tablespoon ketchup, 1 tablespoon soy sauce, 1 tablespoon chili sauce (omit if serving children), and 2 teaspoons sugar. Return the sautéed vegetables to the pan and stir everything together so the sauce coats the beef. Cook over medium heat for about 10–15 minutes. Add 1 tablespoon red wine, stir well, and turn off the heat. If the beef is cut small, it will be tender even after just 10 minutes of cooking.
