Add all chutney ingredients and friend it, make smooth paste like chutney.

If needed add little water, then heat oil in a pan add mustard seeds and curry leaves add into chutney.

Make batter in a big bowl,add Rawa, curd,rice flour,water mix it and make lumps free batter.

Add chopped, onion, capsicum into rawa batter.

Add punch baking soda and keep the batter 20 minuter fir rest.

Apply oil on nonstick tava, spread batter, cooked it both side. Utpan is ready, serve hot.
