Melt butter slowly over low heat. Add half=half and bring to a gentle boil. Add Parmesan, white cheese, and cream cheese. Allow to melt and combine smoothly with a whisk. Simmer about 5 - 10 minutes, stirring occasionally.

Meanwhile, combine warm milk and water with flour and mix very well. Add to half-n-half mixture. Season with salt, pepper and garlic to taste. Simmer and additional 5 - 10 minutes to incorporate flavors and cook out flour taste. Serve immediately over rice, pasta, or meat.

TO REHEAT: Place as much sauce as desired into a non-stick sauce pan over very low heat and bring to desired temperature. Stir often.
