It is a Bengali delicacy that is generally served during Saraswati puja, along with khichdi.
Steps

Heat some oil in a pan and add the panch phoran and dry red chilli. Saute it for a while till the aroma comes out.

Add the turmeric powder and 1/2 teaspoon of salt. Saute it and add 2 cups of water.

Mix it well and bring it to boil. Add 1.5 cups of sugar.

Cover it for a while and wait till the gravy thickens and kul becomes soft.

Add the mustard powder.

Mix it well and remove it from the flame.

Serve cooled.
