Prepare the flour according to the package instructions and set aside.

Cut the tomato and onion into large pieces and fry with oil, salt, and pepper. Once the ingredients are well cooked, remove from heat and set aside.

Cut the bacon into small pieces and fry in a pan without oil. When well browned, add the ground beef and a tablespoon of salt.

Once the ground beef is cooked, add the tomato and onion mixture.

Make tortillas with the dough, using a plastic bag or paper to prevent sticking. Add the filling on the tortilla and fold to form an empanada.

Fry the empanadas in oil until well browned, about 5 minutes on each side.

Serve the empanadas with the refried beans and add sour cream to taste.
