Mix all dry ingredients together. Place chocolate chips and butter in a bowl and melt them. Add milk and egg in a separate bowl. Add the butter and chocolate mixture into the dry ingredients and stir then add in the milk and egg mixture and mix thoroughly. Coat the remaining chocolate chips with flour and the add them to the mixture. Put it in thin liners and bake
