I wanted to make cocoa cookies with rice flour and after many failed attempts, I finally created a recipe that I felt was worth sharing.
Cooking Instructions

Preheat the oven to 340°F (170°C). In a plastic bag, combine rice flour, potato starch, cocoa powder, baking powder, and sugar, and mix lightly.

Add vegetable oil and soy milk to the bag, inflate it with air, and shake to mix. Once the mixture becomes crumbly, knead it through the bag to form a dough.

Once the flouriness is gone, shape the dough into a log while still in the bag. Squeeze it tightly to form. The diameter in the photo is about 1.2 inches (3 cm).

Press a knife against the bag to cut the dough into slices about 1/5 inch (5 mm) thick. (You can also remove the dough from the bag to cut it.)

Arrange the slices on a baking sheet lined with parchment paper and bake in the oven at 340°F (170°C) for about 15 minutes.

After baking, leave them in the oven for about 10 minutes to let the moisture evaporate before removing them.

These cookies are crunchier and firmer than those made with all-purpose flour.

I used Nami's crispy rice flour. The absorption rate may vary depending on the rice flour, so use the measurements as a guide.
