Mix flour, sugar and cocoa powder in a bowl, using double boiler method combine oil and butter allow the butter to melt then the flour mixture stir and add water+milk keep stirring until everything is incoperated and reach the thickness you want, transfer from heat allow to cool and pour in your molds and keep freezer for 6-8hrs.
