Malpuwa can be prepared with different ingredients. But traditional malpuwa is kheer malpuwa.
Steps

Mix all-purpose flour, semolina, coconut, fennel seeds and half cup milk. Make a smooth batter. If milk required then add more. Then let it rest for 15 minutes.

Meanwhile prepare the kheer. In a pan add half ltr milk, powder milk and sugar as per taste. Keep stirring it continuously and make it semi thick.

Now prepare the sugar syrup. In a pan add one cup water and one and half cup water. Keep it stirring. Check with fingers, if it is sticky then syrup is ready.

Now in a pan put oil and put the flour batter one spoon each time in a medium flame. Flour batter will look like a pancake. Cooked it until it form a golden colour.

Once it cooked put the malpuwa into sugar syrup. Then serve hot with kheer.
