In a bowl, add 1/2 cup sugar and milk. Stir to combine.

Add the flour, dried nuts, semolina, and fennel seeds. Mix well, then cover and let it rest for a while.

Heat oil in a pan. Whisk the batter, then drop small amounts (about the size of a puri) into the hot oil using a spoon. Fry on both sides until golden brown.

In another pan, combine the remaining sugar, water, cardamom, and lemon juice to make a sugar syrup. Let it cool slightly.

Dip the fried malpua into the sugar syrup for 5 minutes, then remove to a plate. Sprinkle with dried nuts on top. Malpua is ready to serve.
