Take big mixing bowl, mix all dough ingredients and knead dough using water.Dough should be like chapati dough.

Take a ball out of dough and make cylindrical shape

Set up a steamer for Steam the Muthiya and place Muthiya on plate. Cover with lid and let it steam it for 15 min on high flame.

After 15 mins check it out by inserting knife, if comes out clean then it's done.

Take them out and cut into small pieces. Place a wok on heat and put oil. Than add cumin, mustard and sesame seeds. Let them crackle than add Muthiya in it with some salt. Mix them properly and than add coriander powder, lemon juice and sugar. Mix all together. Take it out in plate and serve hot.
