Bring the milk to a boil. Once it has reduced by half, mix the cornstarch with a tablespoon of water and add it to the milk. Add the sugar, chopped nuts, and cream, and cook for about 5 minutes. Add the vanilla extract and cardamom powder, then turn off the heat.

Let the mixture cool completely.

Pour the mixture into an ice cream container or kulfi molds and freeze for 6 hours.

After 6 hours, your kulfi will be set and ready.

Cut into pieces as you like and serve. (You can also serve directly from the kulfi molds.)
