Remove the cabbage leaves and wash them thoroughly.

Soak the moth beans and steam them for 2 minutes.

Grate the carrots, cucumber, and raw mango.

Finely chop the bell pepper, cilantro, and green chili.

Combine the beans and all the vegetables in a bowl.

Add salt and black pepper, and mix well. Place 2 tablespoons of the vegetable mixture onto each cabbage leaf and roll them up.

Steam the rolls in a steamer for 1/2 minute (about 30 seconds).

Serve with tomato chutney.
