In a pot over medium heat, pour water and gelatin together. Whisk until blended.

Remove from heat. Stir in milk, sugar, and vanilla extract. Whisk thoroughly.

Pour mixture into shallow pan and chill for approximately 2 hrs until jelly sets.

Divide jelly into bowls and top with fruit cocktail and syrup.
