A delicious, simple, and quick dish to make. I use a pressure cooker because it speeds up the cooking process and makes the meat tender.
Cooking Instructions

Season the beef with salt and pepper, coat with flour, and sauté until browned. If it sticks to the bottom of the pot, don't worry, it will come off later. Add garlic, onion, chopped peppers, and bay leaf, and sauté. Add the tomato.

Once the tomato reduces, add the carrots, sauté a bit, then add the meat along with the wine. Let the alcohol evaporate, then add the cup of water. Stir and close the pressure cooker. Cook for 20 minutes, then uncover and let it rest.

Finally, I usually make this type of stew the night before to let the sauce thicken. The next day, fry some good potatoes and place them on the bottom of a tray or plate, then pour the reheated stew on top.
