Combine the 6 cups of flour, sugar, salt, yeast, and baking powder in a large bowl. Add the water and mix, then knead the dough until it no longer sticks to your hands. Let the dough rest for 1 hour.

Once the dough has rested and doubled in size, knead it again to remove all the air until it becomes slightly elastic. Divide the dough into three parts, then cut each part to make 12 pieces total. Shape each piece into a bolillo by rolling it up like a taco. Place them on a baking sheet lined with a well-floured towel, with the seam side up. Let the bolillos rest.

Preheat the oven to 400°F while the bolillos are rising. When they have doubled in size, they are ready to bake. Place them in the oven and bake for 20 to 25 minutes, or until golden brown.

Before baking, transfer the bolillos to a clean baking sheet with the seam side down. Use a sharp knife or razor blade to make a cut along the top.
