Clean the beef brisket thoroughly, cut it into pieces, blanch, and rinse to remove impurities. Place in a soup pot along with onions, carrot pieces, ginger, tomatoes, canned tomatoes, sugar, rice wine, and water.

Cover the pot with a lid and place it in an electric cooker with 2 cups of water in the outer pot.
