Chili: heat oil on med-high heat. add oinion, cook 4mins. add bell pepper & oinion, cook 1min. add beef & cook. stir beans, tomatoes, chili powder, cumin, paprika, cayenne. bring to boil; reduce heat keep on simmer, cover, cook until slightly thickened, about 20mins.

preheat oven to 350. coat 3 quart baking dish with cooking spray.
