Take a blender add poha and dal..ginger and hari mirch.. blend till smooth paste add little water for flowy consistency of the batter..

Take a pan add oil.. garlic..sliced onion saute for 4 min add capsicum.cabbage.... saute for 3 min. Now add masalas.. salt.. vingar and paneer.. stir..mix it well. Topping ready.. - 4
Take pancake spread green chutney and topping..
