Soak the bulgur in the hot water and cover well for 1 hour.

After 1 hour, add all the ingredients together and knead well for 15 minutes.

Let the mixture rest in the refrigerator for 1 hour.

Shape the mixture into balls, fill each with the meat filling, and form into the traditional kibbeh shape.

Fry in plenty of hot oil at first, then lower the heat and cook until golden brown on all sides.
