Steps

Peel and grate the potatoes.

Add salt and pepper with the gratings to mix in. Leave for at least 5 min

Drain the liquid that settles after. Add plain flour, a 1 tablespoon (est.) and mix.

Shape into a patty and fry in a pan on medium-low heat and olive oil with some butter for about 5-7 min or until golden brown on the underside. Then flip with the help of a plate and brown the other side. Continue with steps 5 and 6 while cooking.

Chop the chives as pictures below.

Mix the cream,chives, 1/2 squeesed lemon juice with 1/2 teaspoon of salt.

Flip the patty again to properly brown, repeat if needed. Turn up the heat for the final part to make it extra crispy.
