Steps

Marinate the fish in garlic, salt and pepper for around 30mins

Fry the fish in hot oil till well cooked

Remove and place on paper towels to absord excess oil

In a sufuria, fry the red onion till translucent. Add crushed garlic and fry, stirring so the garlic doesn't burn. I like to use only a tablespoon of oil since the coconut milk is oily

Add the finely chopped capsicum and tomatoes and cook, about two minutes. Add the tumeric

Slowly and the thin coconut milk and stir constantly till it comes together (in kiswahili we say tui lisikatike). Allow to simmer for a while till it's slightly reduced, about halfway

Now add the heavy coconut milk and continue stirring also until it comes together and allow to simmer on medium low until it begins to thicken

Season with salt and pepper as per taste.

Add the fried fish in the stew to simmer so it can absorb the coconut taste(optional).

Serve hot with an accompaniment of choice
