In a bowl take rice flour add 1 tsp salt 2 tsp oil and make a dough by adding hot water.

Grind soaked chana dal

Add salt chilli garlic ginger paste mix well

Now make out small balls of rice flour dough. Flatter them by band or u may roll it with rolling pin

Fill chana daal stuffing. Fold it. Steam these for 15 minutes.

Cut them into pieces and shallow fry
