In a bowl, mix all ingredients mentioned for the batter except eno. Add water accordingly to make a smooth batter.

Cover it and let it rest.

Meanwhile, heat some oil in a pan, and put it the mustard seeds. Once they crackle, add in all the veggies mentioned for the stuffing and cook till they are a little soft.

Now add in the spices and ketchup and give a good mix. Stuffing is ready.

In a cooker, put 1.5 glass of water and let in boil.

Take a vessel, grease it well. Cover the base of the vessel with a layer of bread slices. If you take a round vessel, cut in the bread slices to fit in.

Now spread the prepared stuffing on the bread layer.

Take the prepared batter. Add in a little water if it has become thick. Add in the eno and mix gently.

Pour the batter over the vegetable stuffing layer.

Place the vessel inside the cooker over a stand. Remove the whistle of the cooker.

Cook for 15 min on medium high flame. Check with the help of toothpick if it's cooked completly else steam for more time.

Let it cool once done.

For tempering, In a pan, heat oil and add in the mustard seeds. Once they crackle, switch off the flame and add water and sugar.

Spread this over the dhokla. Cut and serve.
