Steps

Mix all the ingredients except for tempering. Try to make a dough using very less water.

In a steamer apply little oil on sieve. And heat it.

Apply little oil on hands and take small portion of dough and give it a cylindrical shape. Place them in the seive.

Steam them for 15-20mins minutes. After that let them rest and cut them in circles.

Take oil in a kadhai for tempering. Add mustard seeds and green chillies. Add all the muthiyas and mix well...

Serve with green chutney and tomato ketchup.
