Place the 2 cups of bulgur in a bowl and pour the boiling hot water over it.

Once the bulgur has absorbed the water, add the flour, salt, black pepper, cumin, and a spoonful of cornstarch. Knead well until the bulgur grains are mashed and the mixture is smooth.

Refrigerate the mixture for 30 minutes.

Meanwhile, prepare the filling: Cook the ground beef with chopped onion, minced garlic, spices, and oil in a pan. Once cooked, drain any excess liquid.

Shape the kibbeh by forming the mixture into balls, filling each with the meat mixture. Place the finished kibbeh in the freezer before frying. Enjoy!
