Lightly pan-fry the fish.

Add sugar and a little water to a pot and cook until it turns a caramel color.

Arrange the fish in the pot. Add betel leaves, turmeric powder, chili pepper, ginger, and season with fish sauce and salt to taste.

Pour in enough boiling water to just cover the fish. Simmer until the liquid is reduced.
