Place the beef, garlic, onion, herbs (bay leaves and thyme), allspice, chiles, and enough water to cover the meat in a pressure cooker.

Cook for about 90 minutes, or until the meat is tender enough to shred easily with two forks.

Remove the meat to make the tacos. Serve the consommé very hot, topped with finely shredded cabbage, diced tomato, chopped cilantro leaves, and sliced green onions.

Serve the tacos with a spicy salsa roasted on a griddle.

You can also serve the tacos with your choice of vegetables, but cabbage, tomato, cilantro, green onions, lime, and salsa are ideal!
