Soak rice and both dal over night. Then grind them and make a thick paste. Add salt and baking soda in it.mix it well.

Take this paste with spoon and put it in hot oil and fry it. All bhallas frying after these bhallas put in water.and cool them.

Now take 3or 4 bhallas in a bowl add green chutni, dahi, ketchup and all dry masalas according to taste and serve it.
