In a bowl mix all the dry ingredients together break the eggs in separate bowl and whisk then add it to the dry ingredients then add almost a cup of water whisk to attain a smooth consistency then mashed the sardines and add it to the batter add the onions and pepper keep aside for 5 minutes (note that the batter should not be too thick nor watery)

Add a tablespoon of the palm oil to a non sticky pan and heat it then add a quarter cup of the batter to the pan allow to cook for 2 minutes then flip the other side repeat the process until you are done.(note that it should be cooked on medium heat)
