To make chutney, blend all the ingredients of chutney in mixer jar and make smooth paste.

Now take oil in a pan. Put the onion in the pan. Allow to cook for 2-3 minutes. Add sprouted moong and basmati rice. Add salt if needed. Now add boiling water till it's surface submerged, let it cook for 10-15 minutes.

Serve with curd.
