Sift the all-purpose flour into a bowl. Add water as needed and knead into a dough. Cover and let the dough rest for 15 minutes.

Heat oil in a pan. Add the chopped ginger, garlic, and onion, and sauté.

Once the onion is cooked, add the chopped cabbage, carrot, and black pepper. Sauté.

Add salt and mixed herbs to taste, and mix well.

Add paprika and crumbled paneer, and sauté for 2 minutes. The stuffing for the momos is now ready.

Divide the dough into small balls. Dust each ball with dry flour and roll out into thin circles, like small tortillas. Place some stuffing in the center of each circle, then fold and pleat the edges to seal and shape the momos as shown in the picture.

Place the momos in an idli stand or steamer and steam for 15 minutes. Remove them onto a plate.

Your delicious paneer momos are ready. Serve hot with soy sauce and Schezwan sauce.
