In a large mixing bowl, combine the whole wheat flour, semolina, cardamom powder, and ghee. Mix the ghee in thoroughly.

In a separate bowl, take warm water and dissolve the sugar in it. Gradually add this sugar water to the flour mixture and knead into a dough.

Cover the dough and let it rest for 15 minutes. If the dough feels too stiff, add a little more water.

Divide the dough into 4 portions. Roll each portion into a thick sheet, then cut into desired shapes using a cutter.

Heat oil for frying. Fry the shakkar pare on low heat until they turn golden brown.

Store in an airtight container.
