First, wash the bulgur wheat thoroughly, rinsing it about 7 times. Then let it soak in a bowl for about 30 minutes. Drain. Mix with the ground beef, and finely chopped onions and bell peppers.

Season and knead the mixture well until it becomes compact. Place in a baking dish and bake for about 30 minutes at a moderate temperature. Let it rest for a few minutes and cut into portions.
