In a pan add full fat milk and water add green cardamom and bring it to boil. Add soaked rice and cook till rice tender and dissolved in milk.

Add sugar and cook till sugar release water and this water dries. In a small bowl dissolve saffron in milk and add in Kheer and mix well.

Now chilled the Kheer and garnish with silver leaves almond and saffron.
