Cut the paneer into cubes.

In a bowl, mix the all-purpose flour, cornstarch, soy sauce, red chili powder, and salt with water to make a thin batter.

Coat the paneer cubes in the batter. Heat oil in a pan and fry the paneer pieces until they are golden brown on both sides. Remove and set aside.

Heat 2 tablespoons oil in a pan. Add the garlic, ginger, and green chilies, and stir-fry on high heat. Add the chopped onion and green bell pepper, and continue to stir-fry on high heat. Keep the heat high, as this is important for Chinese-style recipes. Add soy sauce, chili sauce, tomato ketchup, and vinegar, and mix well. Add black pepper and salt, and mix again. Cook on high heat for 1 minute. Add a slurry made from cornstarch and water, and cook on high heat for 2-3 minutes until the sauce thickens.

Add the fried paneer to the sauce and mix well. Serve hot. Chilli Paneer tastes great with chow mein or Chinese fried rice.
