FILLING
Heat a skillet with the oil and sauté the onion and garlic.
Add the ground beef and cook until browned.
Add the jalapeño, paprika, curry powder, thyme, allspice, salt, and green onions. Stir and cook for 1 to 2 minutes, being careful not to burn the spices.
Dissolve the bouillon cube in the hot water.
Add the breadcrumbs and the broth. Mix well, heat through, and let cool. - 2
DOUGH
In a large bowl, mix the flour, baking powder, turmeric, and salt.
Cut the shortening into the flour with your fingertips until the mixture forms coarse crumbs.
Add the ice-cold water and mix just until the dough comes together. Do not overwork the dough. Shape into a ball and refrigerate for 20 to 30 minutes.
Divide the dough into 12 portions and shape into balls.
Lightly flour your work surface and roll each ball into a disk. - 3
EMPANADAS
Place the dough disks on your work surface and divide the filling evenly among them. Arrange the filling and brush the edges with water.
Fold the dough over to form a half-moon shape and seal the edges with a fork.
Beat 1 egg and brush the tops of the empanadas with it.
Preheat the oven to 428°F (220°C).
Bake the empanadas for about 25 minutes or until lightly golden.
Serve immediately. - 4
